There were no safety regulations that would have mitigated the effects once a fire really got going. Augustus had organized the city into 14 regions and they had never had an event where more than one region had been affected so they wouldn't have had the opportunity to practice coordinating across regions when something like the 64 fire transpired. Some sources claim there were agents of the emperor running around demolishing buildings and setting fires but I'm sure they were doing their best. The closest fire station to the place where the fire broke out the circus maximus was across the river. So you can imagine what would happen as this fire breaks out all of these people are running the other direction on the bridge and these poor firefighters
