General Relativity Is Not Breaking the Rules, Right?
General relativity can describe it, but it requires a very different picture of the universe. General relativity says you can only really make local observations and things that are really far away. You can't even really talk about what their velocity means. It makes just much more sense to talk physically about the expansion of space between them.
