The Impact of Uncertainty on Science

When you look back at the technology transitions of the past, that's how they happened. We made the transition from horses to cars because we invested in motors and factories not because we put a tax on horses. And it's the same thing about how the internet was created. It didn't come about because we put some kind of tax on writing letters or using the telephone. So that shift is incredibly important. As soon as you start thinking in dynamics, you become much more aware of how policy can accelerate change.
