The capital stones are a happy accident of bureaucratic neglignce. They were dumped in huge, 20 foot high piles in rock creek park behind a maintenance shed near the stables. The authorities claim they're moving the stones to protect them from damage and to prevent visitors from going off the trails. But visitors aren't damaging the stones. There is no evidence of vandalism or theft. And the stones are only qute off the trail because the national park service has declined to cut a path that would take walkers from the trail to the stones.
