All of the law enforcers, with the exception of the FSB are essentially trying to stay out of things. But stricken in the past has been too refinedly extreme in some of his language. He has pushed for laws that would basically push back the whole boundaries of what is acceptable behaviour. And yet now at the very time when one would think it's actually in Bostríkine's interests to be taking a very very strong line,. Instead he's sort of basically sitting back and instead going after cases of farms without water supplies in Orenburg rather than actually taking the lead in the high profile cases.
