The Importance of Transparency in China
In China, I sense that transparency isn't always valued, at least not everywhere. The Chinese leadership sees transparency as important to promote state legitimacy. It was also important when China joined WTO to be able to show that it was transparent and that information was open. But definitely, for the last 50 years, China has treated transparency as a matter of top-down supervision.
