The system of social security is designed to help lower wage owners. If you look at a social security statement for a teacher, a county policeman, a county fireman and other, if you look at their statement, you will see a lot of zeros on there because they had jobs where they did not pay in a social security. Substantial means by definition having 30 years of substantial earnings or more than $27,000 per year. Most educators, policemen, firemen when I look at their record have fewer than 20 years of substantial Earnings. There's no such thing as 'no wealth' But most people have that rare bird who can't afford to buy any kind of real estate
