There might be some psychological forces that are in tension with each other. One way you can achieve what we consider as evil is by devaluing some group of people. So it could have sort of a narcissistic type of idea that you basically don't care about other human beings. Envy is different. That's almost like different because if all it is is like narcissism, you disregard, you don't care what how others feel. Then you can just make cold calculated military, almost economic decisions.
