The Roman Empire came in response to peasant insurance. The idea of taxes came in to actually start paying for public goods. But as is the case with every new centralized sort of command that comes through the Romans, they started having a little bit of extra ham and with their dinner with the overlords. They overextended themselves from that. That's really what happened with the Roman Empire.
