The Washington Consensus: A History of Neoliberalism
In 1991, the United States used institutions to impose neoliberalism on Russia. John Williamson famously wrote in his Washington Consensus 10-point list: Reducing national budget deficits and redirecting spending from politically popular areas. Point four was liberalizing the financial sector with the goal of market-determined interest rates; this is essentially putting finance in the hands of private capitalists.
