Should Everyone Wear the Same Thing?
The sultans could not afford to have a hungry population, who might then revolt. The aim was to ease a governess survey of cont ing and ordering the city. People should not spend more than they can afford or dress above their status. There were places in the city as early as the sixteenth century where woman went to eat colted cream - it's like eating fancy ice cream. Wile, clotted cream sounds nice though.
