Is There a Community Waiting to Use Novogradian?

I don't get the impression there are a bunch of people learning and using it. It's curious because modern Hebrew to some extent is pretty much a constructed language. Very different from ancient Hebrew. But modern Hebrew has a strong speaker community now including a strong native speaking speaker community. That's the thing that Novogradian is missing.
