There's nothing Johnson would like more than to return as Prime Minister hailed as the man who should never have been removed in the first place. I think he senses that the public appetite is simply not there. Everyone is exhausted from years of Brexit stuff, they don't want any more of it. They want it to just go away with the exception of a few absolute extremists. Boris miscalculated when he tried to run against Sunak last time. He was all for it and he was going to do it.
