Savage was unable to raise the money to cast the temporary plaster sculpture into a more permanent material, and she couldn't afford to store it. In the end, all of her ideas for public monuments failed to be built for one reason or another. Lack of funds, endless bureaucratic red tape, other artists playing gatekeeper are just some of the reasons they didn't come to fruition.
