The FSB's Response to the Crisis
Three different services responded or didn't respond to the crisis, what that might say. DVKR is military counterintelligence department, FSO federal protection service and GRU main intelligence directorate. None of which I would suggest exactly cover themselves with glory. Wagner actually has a pretty good reputation for its capacity to show initiative rather than this very hierarchical stodgy top-down model of the Russian military as a whole. But still, there had be preparations which don't seem to have been properly picked up.
