How to Design a Social Insurance Programme?
So there are a lot of different ways that you can design these programmes. Can you just talk us through what the best few options are, and how you would rank them against one another? I mean, both in terms of what types of economic triggers should be used to determine whether or not stabilizers go into effect. What types of fiscal spending you think are the most optimal to use? Like, what's the best way to design this in your world? If it's all right, i think i'd like to step back there and talk about, i think, a couple of the lessons that we've learned from this pandemic response as well.
