Is There a Virus in Wohan?

Virus was exploding in wohan, but people moved from there to many other parts of china. How is it possible that the combination of the shetdan in wohan and measures elsewhere seem to have got to the point where there are literally no new cases happening? I mean, to me, that implies that, literally, the virus is not circulating at all between humans in china. But, i mean, how on earth biceaus. That perhaps it's no longer circulating.
