There are a lot of indications that he wasa very badly informed by his staff about the true state of, first of all, public opinion in crane. I think he really did expect russian troops to be greared as liberators in many places - at least ones where there is a large russian speaking population. He was badly misinformed about the state of the russia military and the readiness of the russian army.
