The Iranian government does see a connection between the internal unrest and external interference. The Revolutionary Guard have been firing missiles at camps in Iraq's Kurdish north, says Fandiar. But we've also seen a level of movement between Tehran and Baghdad with efforts to obtain Iraqi support for containing any sort of movement across the borders. And my concern is that to the extent that these protests are seen as an extension of old regional rivalries that actually the securitized response to the protests becomes incompatible with maintaining diplomatic track.
