How Do I Learn a Language?

I feel like a lot of times people either do way too much Um sort of fake stuff like let's say I'm on to a lingo all day. That's not really going to get me to use the language at all Or people will just sit and watch films or you know just listen to stuff, which is very useful But again, it doesn't create that language. It doesn't Build the skills needed So what the question that I had that immediately sprung to mind is If I need a basis or a foundation to begin to Build something off of that native material or the listening or the shadowing What is that foundation in your mind?
