The French Revolution created a French republic essentially. Many people in Europe were of the mind that this is a natural extension of liberty. One of Payne's good friends at one time, by the name of Edward Burke, very famous parliamentarian, took issue with this. He said that this threatens the stability that the monarchy in France offered.
