Jamal Khashoggi's phones are still with Turkish authorities, more than four years after his death. The Pegasus spyware made by Israeli company NSO Group has been used to target journalists, dissidents and activists around the world. Many confirmed targets of Pegasus are not criminals or terrorists. We may never be able to answer that question.
