All cultures seem to be aware of that alcohol is kind of a double edged tool, right? It's got these positive functions, but it's also dangerous. Every culture that discovers alcohol immediately starts talking about prohibitions. But you have also groups like the letter church, eladidat saints, the mormons, pentecostals who ban alcohol. So i argue that when you see a prohibition is part of religion, and that's when it seems to be successful. Seems to be really ard to get prohibition off the ground, unless you make it a religious thing,. Unless you put the power of religion behind an actual response to this problem.
