It had nothing to do with, i mean, its i'm sure it did, but there's no point in doing it. It was that you cannot keep on adians from leaving. And everyone, everyone kept travelling. The charter of right ays you can't keep people here. So canadians were saying, hey, this isn' my charter rights. I'm going to mexico for a week. Way way to settle you ther too. They were also letting people is plump. But at that point, listen, if you're letting canadians leave because you have to, why bother not letting everyone in? You're just going to kill whatever smuts.
