Is There a Top Secret Area for the Butter Bridge?

The time limit system is a little baffling to me. It doesn't feel so far at least, like it's harsh enough to add significant pressure to complete the levels fast. I wonder if they just weren't confident enough that the player would be motivated forward without a time. Where did mario start being able to walk backwards? Like a mario too, can you walk backwards?
