Blockstream AMP - What's the Difference?
Liquid uses this federated block signing model. 15 functionaries do the block signing that are spread out geographically and jurisdictionly around the globe. It's not as trustless as Bitcoin or as trust minimizes Bitcoin, but it's a lot better than trusting an exchange with the Bitcoin for example. Because it's this fixed signer model and not an open signer model like Bitcoin, you can have definite block times.
