Case examiners are only deciding things on the papers. They may have some submissions before them from the professional they will have lots of documentary evidence, but at the end of the day, they're doing making a paper ermination. I think it certainly open to question whether it's appropriate for determinations about very serious mattersa so allegations of dishonesty or sexual misconduct. A view might be taken that allegators which are really at that end of the spectrum require a much more careful andnuanced assessment of the evidence.
