Is There a New Entry to the Baby Food Market?

Canada has been trying to enter the baby food market for a year now. But there are no new entrants, leaving it to incumbents who have 98% share. The reason is both trade and regulatory issues with infant formula being treated like a drug by FDA. And because of this drug regulation, there aren't a lot of substitutes available.
