The church's use of penal law as a coercive mechanism for conversion was at its worst in the 1970s. After the promulgation of the 83 code is when I would say that's still per door to sort of disinclination to exercise for the most part, penal law. When I started practicing canon law in the early 2000s, and bishops, not only the bishops who I worked with, but bishops and other diocese is because they didn't quite grasp the degree to which penal law had fallen into disuse.
