The Overkill of the Strategic Arms Treaty
In 1989, there were 700 nuclear weapons aimed at a 50-minute mile radius around Moscow. There was an air base in the Arctic Circle that Russian bombers would land on their way back from having nuked the United States. A SAC commander named Jack Shane said he needed 10,000 weapons because I have 10,000 targets. It was a completely out of control process with no reference to policy or aims or proportionality.
