The Role of Political Commissars in the PLA

The role of political commissars in the PLA, more generally, is fascinating. In peacetime, they sort of function as a chaplain, right? They're also responsible for making sure home life is okay so that that doesn't become a source of dissent or disloyalty. During wartime, they get degraded a little bit, and the operational commander has full control.
