Paul is saying that humans all have sinned and lack the glory of god. But before he says that, he talks about cosmic enslavement. It's not merely t case that each person is a sinner. Sin as a cosmic power has hyjacked creation and holds all humanity enslaved. So what needs to happen is for humans to actually be liberated.
