ERCOT has stepped in from a central planning process and said, hey, we've got every single transmission planning group coming to us saying they've got gigawatts of requests. So what they're saying is- But what happens and who shuts you down in that situation, the utility or ERCOT? What do you mean? Who tells you that your request is invalid? "So this is- Each question that you ask has a whole paragraph explanation," he says.
