Businesses prefer to increase employee overtime rather than adding new positions. They don't want fresh graduates because there are the experience candidates in the market. Analysts say this is fundamentally a confidence problem. These are reluctant to hire because of soft consumer demand, while consumers are reluctant to spend because of the weak labor market.
