EPA's Best System of Emission Reduction, Isn't It?

The Supreme Court has made clear long before this case that just because there are better ways to deal with greenhouse gases does not give EPA the authority to massage, to stretch, to rewrite. In utility, air regulatory group versus EPA case, the Supreme Court made that very clear. The Obama administration said, well, this language, best system of emission reduction, read in context, understood as it has always been understood since 1970 and 1977.
