Severian's Plan to Save the Torturers

Severian has a plan to punish the torturers in his guild. He would put them in cells for a month and then let them out so that they wouldn't be tortured again. But he'd have to make it seem as if this was an act of revenge, not punishment. It's unclear whether or not Severian ever actually follows through with these plans.
