The Federal Backstop for Cyber Insurance
The US national cybersecurity strategy calls for a federal insurance response to a catastrophic cyber event. An entire subset of the internet comes offline because of a cyber incident, it's so catastrophic economically that the private sector is unable to recoup the losses. It seems like we're going to have to eventually develop a policy that combines private sector tools with a federal backstop.
