The Bottom Up Power in Decision Making
The Border Patrol is part of the executive branch, but it's been set out by legal rules being articulated by agencies and Congress. So why isn't this just that the people at the top say, well, I don't care if you're really good at drones? That's not the most useful thing or that's not what we do over here. The decision making power is vested in a few different types of places. Some of these drone acquisitions are not decided internally to Border Patrol, they're directly earmarked within budget bills.
