A Simple Evium for Layer One

The core point that its making is that you want your layer one to be basically as simple as possible. But expressive enough that anything else can be built on top of it, right? In layer twos. And state fulness, like ability for the layer one to contain complex tate, is one of these requirements for other things to be build on top of and it's one of the things that bid coin doesn't have.
