Is There a Safe Transportation System?

It seems to me that there is no such thing as a perfectly safe transportation system of anything, right? You can't create a system where nothing ever goes wrong. So by the same token, there does seem to have been diminution, I guess, of controls that were in place to try and prevent this kind of thing. And it seems possible, likely, colorable. That some kind of form of investment or just having more people working on preventing this type of thing might have prevented this kind of things.
