How Much Influence Do Observers Have Over Governments?
Observers are non governmental organizations. Can be business, can be trade unions. Were non not part of the government delegation but we have been accredited to the united nations so that we can come and watch what going onso. You can actually go into the negotiating roomsand see what they're talking about. So normally it's not a covet year. Observers can go into the big pleneries. But when they get into the nitty gritty negotiations, sometimes they close them, right? And so how much influence do you actually have, and how do you see yourself using that influence over the next couple of weeks? We often know more than what's happening than governments do
