I worry that continuing to rely on the system where local governments have almost unlimited authority on land use planning is maybe a futile project. I think it still remains to be seen if a lot of the recent reforms are going to have teeth and change the way the systems work historically. Senator Wienner has been very clever about this, is to make non-compliant cities more vulnerable to getting hit with SB 35 or other ministerial stuff. It's not about getting the cities to build more housing as a result of Rina; it's about putting city numbers out so they can't meet it then.
