Bukharin compares how theory of the productive forces applied to Russia as opposed to China and other countries which had less heavy industry than Russia had in 1917. Bukharin: If our national economy had been three or four times more backward than what it actually was, then the question of socialist revolution could not possibly have been put on the agenda in our country. That we have not fallen is simply due to the fact that we already had our national heavy industry," he says.
