What Kind of Accounting Does the Government Run On?

There have been some areas that we've tended to neglect for a long time. Government operates on a different type of accounting than a regular business does. So investments that involve a big cost up front and then a pay off over a long period of time, in government cash accounting, are going to look tremendously expensive. As a result, things like infra structure get neglected. That includes early education. And do you think that high income people and corporations, with their newly found windfalls that came from the mass of tax cuts they got in 20 17, should pay more?
