What's the Difference Between Franchise and Concession?
The government is the financial back stop to train operating companies. In a way, and specifically in the management contracts, the secretary of state has the final say when it comes to industrial action. But you can see why he might not want to be entirely accurate, because then he gets dragged into it, and then he gets the blame if it goes wrong. The public are already deciding the government are involved in this, whether they've read the contracts or not.
