The entropy of the universe was low near the big bang and has been growing ever since. But there are nuances and details to get glossed over. There is another kind of entropy that exists in quanta mechanics that boltsman didn't know about. It's called either the von noment entropy or the entanglement entropy. And it's a very similar conceptual thing, but it is a different thing because entanglement exists in quanto mechanics and doesn't exist in classical mechanics.
