It takes time for a decision of an ecumenical council or the papal magisterium to be accepted throughout the world. Gavin offers a biblical critique of icon veneration and begins by noting how idolatry is frequently condemned in the Old Testament. It's illegal to adore images in certain regions of Germany into the 1100s mid 12th century, it's only in 1140 that it becomes a part of canon law in the West. The incarnation of the true God is different than worship of false gods or the worship of human rulers who claim to be divine. So these prohibitions don't apply to Christ. Likewise icon veneration, not worship.
