Is There a Good Curve?

I really don't believe we're on a good curve at the moment. So much money has been made off drugs, wouldn't it be fair to put some of that money back into communities? But so far it's been kind of a drop in the bucket. There is definitely money there. The question is, will the penalties fit the crime.
