MacArthur Was Totally Surprised by the North Korean Attack

Douglas MacArthur's biographer said the general was completely surprised by the North Korean attack. President Truman authorized the use of ground troops within 24 hours, he says. The immediate plan was to beef up the presence at Busan on the southern coast of the Korean Peninsula.
