The Origins of Discrimination in the Civil Rights Movement

Civil rights laws of 1965 1966 banned intentional discrimination. They said an employer cannot not hire a qualified black person on the basis of race. But in order to bring a case that you've been the victim of discrimination, the plaintiff would have to show that the employer actually intended to discriminate against him. The idea of disparate impact was used again and again to tear down minimal admissions,. rather employment criteria in factory jobs in policing and firefighting in teaching. President Barack Obama accelerated during his years against school discipline policies.
